Palmwood Residential: Planning and Zoning says no to annexing 4 homes into Jupiter
A 1.47-acre site at 15035 and 15053 Palmwood Road asked to join Jupiter so a 4-home subdivision can use Town water and sewer. Planning and Zoning recommended denial 4-2 on 2026-10-13. Town Council votes 2026-11-17.

Where it stands
The Planning and Zoning Commission recommended denial on 2026-10-13, against staff's recommendation:
- Annexation: recommended denial 4-2 (a motion to recommend approval failed 2-4)
- Land use change: recommended denial 4-2
- Rezoning: no recommendation, after a 3-3 split
The Town Council has the final say: first reading 2026-11-17, second reading 2026-12-15.
What's proposed
Two parcels at the northwest corner of East Frederick Small Road and Palmwood Road, now in unincorporated Palm Beach County, want to join the Town of Jupiter. The reason given is to connect a County-approved subdivision to Town water and sewer.
What gets built: 4 single-family homes. Three new lots on the southern parcel, plus the existing home.
| Today (Palm Beach County) | Proposed (Jupiter) | |
|---|---|---|
| Land use | Low Residential, 2 units per acre | Medium Density Residential |
| Zoning | Residential Single Family (RS) | Residential Single-Family (R-1) |
| Homes | Existing house plus a vacant 1.14 acres | 4 homes, capped |
The applicant agreed to cap density at 2.72 units per acre, or 4 homes total. Without the cap, Medium Density Residential would allow up to 5 here, by staff's count.
Why it matters to neighbors
- Traffic is small and capped. A 40-daily-trip cap goes in the ordinance. That's 10 more daily trips than the County entitlement allows today.
- An island of Jupiter zoning. Staff acknowledge the annexation creates an isolated land use and zoning district, but find it consistent with the neighborhood to the north, which runs about 3 homes per acre.
- A bridge is on the long-range map. The County's 25-year plan includes a possible Intracoastal bridge from East Frederick Small Road to Marcinski Road. It would only be built if Indiantown Road and Donald Ross Road fail their traffic standards.
What town staff said
Staff find the annexation, land use change and rezoning consistent with Jupiter's Comprehensive Plan and Town Code. No conditions are listed beyond the trip cap.
