Shoppes at Jupiter approved: Whole Foods, Total Wine, $750K toward a roundabout
Jupiter's Town Council approved the Shoppes at Jupiter redo 5-0 on 2026-10-06: a Whole Foods, Total Wine in the old gym space, a restyled plaza, and $750,000 from the owner toward a roundabout on Indiantown Road.

Where it stands
Approved 5-0 by the Town Council on 2026-10-06, with three changes from the draft:
- The owner's roundabout contribution went up to $750,000 (it had offered $500,000). Council members wanted at least an even split of the cost with the Town.
- Box trucks were added to the truck access condition.
- "Permanent" was dropped from the outdoor seating condition.
Council also agreed that flashing crosswalk warning lights go in during construction rather than after a six-month review. At the hearing the owner said Total Wine will take the old gym space and the former Staples space will be split into smaller shops. The roundabout is targeted for May 2028, to line up with the project.
What was approved
The owner of the Shoppes at Jupiter, the 24.9-acre plaza at the northeast corner of Indiantown Road and US-1, amended its site plan to:
- Add a supermarket. 38,265 square feet changes from retail to supermarket use. The plans name Whole Foods and Total Wine.
- Convert the gym space to retail. It was Palm Beach Sports Club; Total Wine is going in.
- Restyle the buildings with contemporary elevations and canopies. Proposed height is 33.5 feet, against a 50-foot maximum.
- Add an enclosed loading dock of 1,244 square feet (the applicant's own statement says 1,344).
- Rework part of the parking lot. 1,025 spaces with shared parking.
Why it matters to neighbors
- Traffic. Staff estimate 3,575 more daily trips, with 175 more in the morning peak hour and 436 more in the evening peak. Total goes from 7,834 to 11,409 daily trips. The Indiantown Road entrance already has a known illegal left-turn problem.
- A roundabout. An elongated roundabout on East Indiantown Road, with a mid-block pedestrian crossing. The owner pays $750,000 of it and the Town covers the rest. 17 rear parking spaces were removed to make truck movement safe, and 76 movie theater seats come out to match.
- Semi-trucks would have to use the US-1 drive, not Indiantown Road or A1A.
- The boundary wall. After a concern from an Ocean Parks Condominium resident, only about 10 feet of the existing wall comes out (down from 30 to 35 feet), and 20 feet is lowered to about 30 inches. The residential buffer is 10 feet, where code calls for 15.
What town staff said
Approve with conditions. Staff find it consistent with the Comprehensive Plan and Town Code, subject to the 11 conditions in Resolution 72-26. Staff also note that 3 of the 12 site plan criteria are only met with those conditions.
