Sperry land use amendment, 961 and 997 N A1A, Jupiter

Where it stands
On 2026-09-10 the Planning and Zoning Commission voted 7-0 to recommend a changed version: Inlet Village Flex on 4.3 acres instead of 5.0, Conservation on 6.2 acres instead of 5.5 (adding the 0.7-acre strip along the shoreline), and the Riverwalk kept at its full 535 feet, plus a recommendation that the Town Council consider traffic mitigation and an equitable trip cap. A motion to recommend the owners' version as filed failed for lack of a second. The Town Council makes the decision; no hearing date is set yet.
What the owners asked for
The owners of the Sperry property on N A1A want to change its future land use designation. No site plan is attached. This is a land use change only, so nothing is approved for construction yet.
| Today | Proposed | |
|---|---|---|
| Land use | Riverwalk Flex (1.8 ac) and High Density Residential (8.7 ac) | Inlet Village Flex (5.0 ac) and Conservation (5.5 ac) |
| Riverwalk Corridor | 535 linear feet | 142 linear feet |
| Maximum homes allowed | 73 | 59 |
Today the site has a commercial building (Blueline, Cones and Coffee), a parking lot, an apartment building and a dock.
Why it matters to neighbors
- The Riverwalk gets shorter. The planned public Riverwalk would end near the northwest dock, cutting the easternmost 393 feet. Town staff note this reduces future public access to part of the waterfront.
- A historic site gets protected. The 5.5 acres of Conservation cover the Suni Sands shell midden (Florida Master Site File 8PB7718) and the Celestial Railway and wharf area.
- Traffic potential goes up. Maximum potential traffic rises from 2,950 to 3,505 daily trips (+555). Staff suggest a trip cap on the Inlet Village Flex acreage so N A1A can stay two lanes.
What town staff said
Staff find the change generally consistent with Jupiter's Comprehensive Plan as long as a trip cap is included. They call the Riverwalk reduction a policy decision for the Town Council.
