Where it stands
Rezoned to Limited Industrial (LI) by the Board of County Commissioners, 3-2, on 2026-09-15 (Resolution 26-9.3). That's a step down from the General Industrial (GI) the owner asked for and county staff recommended. The applicant told the board it would accept LI.
How the vote went:
- First motion, failed 2-3: make only the 3.7-acre strip along Powerline Avenue LI and leave the rest under its old M-1 zoning. Capps and Heard voted yes; Vargas, Ciampi and Hetherington voted no.
- Second motion, passed 3-2: rezone the entire property to LI. Hetherington, Vargas and Ciampi voted yes; Capps and Heard voted no.
What was asked for
About 108 acres of pasture and vacant land on the east side of SE Powerline Avenue, just south of SE Bridge Road:
| Before | Requested | Approved | |
|---|---|---|---|
| Zoning | M-1 Industrial (104.4 ac) and A-1 Small Farms (3.7 ac) | GI, General Industrial | LI, Limited Industrial |
| Land use | Industrial | No change | No change |
No site plan has been filed. Nothing specific is proposed to be built yet.
Why it matters to neighbors
- Neighbors objected. A neighbor intervened against GI, citing traffic, noise and lighting. A letter for an adjacent family raised truck traffic on Powerline Avenue, and three members of the public spoke at the Local Planning Agency.
- Jonathan Dickinson State Park is about 350 feet southeast of the site.
- The difference between LI and GI. A county planner told the Local Planning Agency that only four uses are lost under LI: a regional airport, a salvage yard, outdoor agricultural processing and power generation. Setbacks, buffers and wetland protection are the same.
